Overview:

Under minimal guidance, manages the property, liability, subrogation, workers’ compensation claims, insurance and loss control programs. Plans and develops loss control and risk financing programs with goals designed to minimize the adverse effects of accidental losses to the agency.

This is an exempt position in Salary Grade V: Min $143,041.60- Mid $170,497.60- Max $197,953.60 annually. The starting salary will be within this range based on qualifications.

Determines funding levels and budgeting requirements for liability, property, 91 Express Lanes, workers’ compensation, cyber and crime insurance protection.
Establishes and monitors the liability, workers’ compensation and subrogation claims processing and financial functions.
Develops and maintains the risk management information system. Oversees and establishes risk management recordkeeping procedures and practices and retention.
Reviews cooperative agreements, Memorandums of Understanding (MOUs), leases, contracts, and purchase orders to determine adequacy of insurance and indemnity clauses.
Identifies and analyzes loss trends and develops risk prevention, control and financing programs designed to reduce the frequency and severity of losses; identifies and analyzes new or changing risk exposures related to transit and Express Lanes operations.
Advises on and interprets proposed and existing insurance laws and regulations affecting agency operations.
Reviews loss experience, evaluates current risk performance, and determines levels of retention and excess insurance requirements.
Prepares staff reports for review by senior management and the Board of Directors concerning risk management programs.
Represents the organization at all relevant legal hearings, mediations, settlement conferences, arbitrations and trials. Provides organizational perspective, direction, guidance and resolution parameters to the legal team to meet litigation goals.
Qualifications:
Any combination of education and experience equivalent to a bachelor’s degree with a minimum of eight years of experience in risk management functions, four years of which are in management. An advance degree is preferred. Must have a thorough knowledge of tort law, workers’ compensation regulations, public entity legal status, and loss control programs.
Knowledge of:

Insurance principles and practices.
Principles and practices of risk management.
Federal, state, and local laws affecting the agency’s risk management programs.
Agency organization, functions, and services affecting risk exposures.
Governmental budgeting, audit and accounting practices.
Principles of management.

Ability to:

Provide sound organization and planning skills.
Demonstrate the capacity for accurate and efficient handling of detail.
Exercise prudent and independent judgment.
Analyze and interpret complex data and situations arriving at sound conclusions and the implementation of innovative solutions to improve operations.
Reach fair and reasonable case resolutions by employing effective skills and negotiation techniques.
Work independently to establish priorities and take the lead role in specific projects.
Identify methodologies for repair and preventive maintenance.
Analyze situations accurately and adopts effective methodologies.
Speak effectively in public and present ideas concisely and with clarity.
Work effectively with a variety of public officials and private consultants.
Establish and maintain effective working relationships.
