Job Description :
SUMMARY
The Health Officers Association of California (HOAC) is a 501(c)3 nonprofit organization representing the physician health officers in California’s city and county jurisdictions. HOAC’s mission is to optimize the impact of health officers to improve health and wellbeing for all.
The HOAC Legislative Analyst reports to the Executive Director. The Analyst’s duties include legislative work and administrative duties.
Employment is provided by Heluna Health.

ESSENTIAL FUNCTIONS

Track legislation through appropriate report-generating software and update the website with legislative reports daily throughout the legislative session (January through September)
Attend and/or remotely monitor CCLHO policy committee meetings
File quarterly and annual FPPC reports

With guidance from the executive director, provide weekly updates to members on legislation
With guidance from the executive director, send out detailed notes to health officers regarding legislative hearings of interest
Provide monthly updates on bills of interest to CCLHO committee chairs
Deliver bill position letters to appropriate legislators and committees
Keep track of the status of bill position letters
Remotely monitor legislative committee hearings
Assist executive director in monitoring state budget process
Train health officers to follow and influence the legislative process

Monitor issues of interest to health officers, especially three priority areas to be selected by CCLHO each year
Identify opportunities for health officers to become involved in legislation and policy issues identified by CCLHO, which are not always in the direct scope of local health departments

JOB QUALIFICATIONS

Education/Experience

Some combination of the following education or experience is required

Bachelor’s degree and least two (2) years of experience involved with the California legislative process

OR

At least four (4) years of experience involved with the California legislative process

Certificates/Licenses/Clearances

Excellent verbal and written communication skills

Proficiency in Microsoft Office, including Word, Excel, and PowerPoint

Excellent organizational and task management skills with strong attention to detail

Excellent time management skills and ability to work toward a deadline
